IOW, name another player who is not a WR, and who is as small as Tavon and who has had success in the role you are describing.
It sounds to me that Tavon is the first player to do what you are saying he will do for an offense that is not horrendous.
My view is that he was basically a Punt Returner, who could provide an offense with a few big plays because they were so bad as a normal offense.
These guys don't last. They are just too small to do anything beyond PRs long term. Tavon is going into his 6 year in the NFL. Using a guy as small as he is for more than PRs will end his career pretty soon.
My view is that Dan Shonka was right about Tavon before the 2013 draft. He's just too small to invest anything more than a 3rd round pick in as return guy. He's not a WR and he's too small to be a RB of any sort, he just won't hold up.
