It's not either or.
Snead collaborated with both HC's. But it is absolutely true that final say has switched from HC with Fisher to the GM now.
That doesn't absolve Snead of all bad picks though.
The Rams do not have a draft process that allows an individual to suddenly just arbitrarily impose his will when it's time to pick.
So who has "final say" is just usually not going to be that relevant. They build a board and stick to it
But, the kind of GM Snead is, his goal is to provide coaches with the kinds of players that fit their systems and vision.
So a Fisher/Snead draft is going to tilt one way, and a McVay+Phillips/Snead draft is going to tilt a different way.
Jenkins is an interesting example. They knew he had issues and would fall, and so they had to be sure about him. Interest in Jenkins was no doubt driven by Fisher's ideas about defense. But Snead actually flew out to watch Jenkins practice. Based on that, he came to the decision that JJ was passionate about football, and that that was a deciding factor.
You don't fly your GM out to watch a player practice if he's just this "yes man." What would be the point.
