Mike Martz for sure, not only for the Rams, but the entire NFL. The popularity of football and the way the game changed with Martz's offensive influences is the Face of the NFL today.
The Rams floundered for years before Martz and after Martz until they brought a "Martz Like" coach that can make an offense fun to watch. Load up on WRs, spread the field, make the defense defend horizontally and vertically, ever inch. Create space for playmakers to make plays and run after the catch and create opportunities for runningbacks to have space.
I guess I could go with McVay as he is the current caretaker of this approach and repeated the turnaround of 1999 in 2017, but it will always be Martz that provided the blueprint of "Doing Things a Better Way."
