It just comes down to...well, what you posted above...and what I've posted at times these last few days...and what the staff/FO strategy is and how subjective it is to them...and how if they generate losing records...the staff will be fired and a new staff will come in with new ideas, schemes, positional value, etc.

The NFL is a different sport as it's a team game that involves a large amount of players
(63 players) that, cumulatively, are more than the sum of their parts and even that can change as FA reorganizes that team dynamic year to year.
How to manage a budget for an NFL team is just a complex mixture...but, no team can be reported as cheap anymore since the last CBA...since every team MUST spend up to their cap limit every 2yrs? They get 1 year carryover/deferment at most. The 49ers and Browns will have to spend ALL that cap money they have...so they will HAVE to over-pay many players or they will breach the CBA...
so they will sign many players to big money...or avg players to big money...or regular players to decent money.
THEY HAVE TO SPEND IT.............IF..... it's their last year of cap carrying over. If I understand correctly.
