The Eagles should have passed on 2nd down. There was 2:03 left in the game and the clock was going to stop after that play noo matter what due to the two minute warning. An incomplete pass on 3rd down would have saved the Pats a time out, but an incomplete pass on 2nd down (with 2:03 left) wouldn't have made any difference as far as the Pats' TOs go.
