Well there's McNair, Collins, Bradford, and Keenum, who did better with the Rams than anything he had in the 3 years before. 
What I saw of Foles in 2015, he himself was the culprit. They had a running game, the offense started out decently, and he just went to pieces. Keenum then came in and played decently well with the same personnel.
Things are quite often not as simple as we sometimes want them to be.
