If you've been on The Herd for any length of time, you know that's not true. I've been an active/participating member for about 15 years and have seen many, MANY be banned temporarily and permanently for "bad behavior", so let's not get carried away here. Although the admins never broadcast their actions, if you're paying attention, you know who's been banned and probably have a good idea as to why.
