The cost of moving into the 2nd round depends on exactly where, but even if they wanted to get the 23rd pick in the second round they'd have to come up with 350 points.
Without looking at what team have what picks the Rams could bundle their 1st and 3rd round picks to get the 31st pick in the first round (600 points) and the 27th pick of the 2nd round (310 points). But then they wouldn't have a 3rd round pick.
