If the article is correct, then what happened was that the ref DID put the ball in play, but he shouldn't have. That was the mistake. The other refs weren't ready either, and they were confused when suddenly the Titans kicked it. My understanding is that the ref must assure that BOTH sides are ready, and the other refs are ready, and then he gives the "ready" signal to the kicker. Apparently this ref, for some reason, prematurely gave the signal when the Rams weren't even deployed yet, and so the Head Ref simply stopped the process and ordered a re-kick.
I admit, if I was the Titans I'd be furious. Yet, it was rediculous that a ref would allow the Titans to kick off before anyone else was set....including the other refs.
This ref crew was a little shaky all day. Late whistles, missing obvious calls (constant holding against Quinn, Higbee false start, Orakpo off sides, just out of sync.
