QUESTION: Can Titans Touch the Ball Before the Snap?

Before the very first offensive play for the Rams, the ref spotted the ball and backed away. The Rams were just starting to break the huddle but while they were doing this, about 5-8 defensive players came up and touched the ball before the Rams came to the line. I've never seen this before. The ball didn't move but if it did, wouldn't that be a penalty??

Very strange.
