I would think progression depends on what the defense does post snap.

For example... if a defense blitzes, on many instances the primary changes to a blitz beater.

On this play, Seahawks show cover 2 then play cover 1. I assume coaching staff is teaching Goff to read blitz then read the safeties.

Goff should've saw the deep safety sprint away from Watkins side and should've known that Watkins deep in route would be open for the TD. So safety leaving Watkins area should've clued the QB to make Watkins the primary.

Instead he went with the safe throw to Kupp who was behind the sticks. Not a really a bad play by Goff since Kupp had a good chance for 1D with a catch. But if Goff was reading the whole field, he should've known he had a TD to Watkins.

Point wasn't really that Goff made a bad play. Point was more that it was another missed opportunity to Watkins. Goff took the safe route instead. Too bad Kupp dropped the ball.
