SNF isn't about finding the best matchup - it's about finding the game that draws the most viewers. Cowboys and Raiders both have well established national fan bases: they draw an audience pretty much regardless of their records. Rams-Seahawks is probably more attractive to hard-core football fans, but lots of casual fans would tune in to watch America's Team and Da Raiduhs simply because they recognize the names.
