Most simple answer

I know I haven't done this cap stuff in a long time but I'm pretty sure about this:

Simple: Now that the trading deadline is over, no matter what they do (like cutting him), The Rams owe Tavon 5 million dollars for 2018 ... That money is guaranteed, most likely paid out on the first day of the new league year in March. The only way they were getting out of that guaranteed roster bonus was if they had traded him before the deadline a couple days ago. The new club would have taken on that guaranteed, THATS why he wasn't traded, no team was going to take on 5 million plus the rest of his base salary (around 1.8 mil) for 8 or 9 games. Of course they would only paid 3 million in base salary for 2018 but their cap hit for 2018 would be 8 million and 5 million if they cut him. There was no way that was going to happen.

Now if the Rams trade him in Spring of 2018, they will save his base salary of 3 million. I don't see any restructure of any ways by Tavon, he's already going to get his 5 mill for 2018 (A grand total of 28 million in 3 years from the Rams), there is no incentive for him to restructure, he already got all his money (he knows he was not going to see any of the 9+ mill per year in 2019-2021), this was truly a 3 year 31 million dollar contract.

And the sad part is, most teams that will trade for him in the spring will treat this as a one year contract, which means not much draft capital, maybe a 6 rounder.

Go Rams ... Firecap

UPDATE: Just found out that his roster bonus in 2018 is schedule to be paid out on the 3rd day of the new league year, so basically they would have 72 hours to find someone to take on all 8 million of his 2018 salary and bonus.
