It won't matter because an attacking DL takes a qb off his feet all the way to the ground including launching into the guy with a curved back to bring him down.

A qb ended up falling the length of his body with an energetic DL on top of him. They don't want that.
And in fact normally if the qb still had the ball the defender should be going for the ball arm first. Donald knew that wasn't necessary, so he was just taking a qb down.
And IMO more refs than not will flag that these days. Just the way it is. In fact...IMO?...complaining about it is just kind of a waste of energy. That's just how it is.
