Well, this time last year Goff was still the #3 so I think that's true. He not only wasn't prepared for an NFL offense coming out of college but the workload he was given in camp/preseason and early weeks into the regular season weren't nearly as much as you'd want.

Simply the fact of Goff getting all 1st team work since OTAs started- let alone the better coaching- is a big factor in his development.
