Snead has said on numerous occasions that they more or less planned to red shirt Goff his first year.
So, when Goff didn't get the work or attention in OTAs, Training Camp, etc., that bothers me on a couple of accounts. First, because the goal ought to have been to develop Goff since they gave up so much to acquire him. Unless Fisher was so self-deceived that he seriously thought he had a winning team with Keenum at the helm then it is almost as if Fisher wanted Goff to flop. But second, after they didn't develop him and give him reps and special attention, suddenly they just throw him on the field and tell him to sink or swim.
Of course the reality is that they had no one to develop him even if they wanted to. They had no NFL quality offensive minds. They had no experienced OC. They had no experienced QB coach who had developed other young QBs.
I think a few years from now we're going to look back at this and wonder why Kroenke allowed Fisher to so badly mismanage this team for so long.
