These teams are ready to go right now. Not football ready, but roster ready.
There are always "bubble" players on each NFL roster. These games have meaning for these players and all coaches will have their input. On the Rams, you probably have some offensive coaches in disagreement on whether Mike Thomas or Pharoh Cooper make the team. The LB situation has to be a huge headache as well. These games do matter if you're a player fighting for a job.
If there were still two-a-days with pads the coaches would have a much easier time evaluating with only 2 preseason games.
IMO, the current CBA makes it almost impossible to evaluate fringe players with fewer preseason games. The pads separate the men from the boys and the coaches know it.
