Britt never achieved his promise because he didn't have the discipline, the character, and probably the coaching.
It has been said since day 1 that McVay wants position flexibility in his Receivers; route discipline, good hands, football smarts, work ethic, we not me, consistency in production....all the things Britt is not.
Woods, who is not the physical specimen that Britt is, is however all those things McVay wants.
Kupp is as well.
When we see who he keeps and who he cuts, I think it will be more plain than ever what he wants.
And McVay isn't seeking angels and choir boys. DeShaun Jackson was a problem child. But the guy was an amazing WR who did the things McVay wants. He could work out wide or out of the slot. Terrific hands; could get open against just about anyone. So while character matters, McVay also isn't likely to cut off his nose to spite his face and get rid of a very productive, but hard to manage, talent that is perfect for his system.
