I don't think there is dissatisfaction or indecision involved in this move.
I suspect that it is at least somewhat as McVay says: injuries happen. You want guys to be able to be shuffled around when necessary. Clearly Havs and Brown can play both positions on the right side. But what is ultimately the best combo?
They now have film after their scrimmage with the Chargers of the Hav at OG, Brown at RT line-up.
Now they'll switch positions, play the the same team with the same scheme and same players again, but with Brown at OG and Hav at RT. Then look at the film and compare what they saw.
It's about as close to an apples to apples performance comparison as you are going to get in the NFL.
If one way is marginally overall better, that's what they'll of course stick with. If it's pretty much no difference I imagine they'll leave it alone.
Personally I could care less about which comb is the best. I just think it is iffy about having a 6'8" OG. But, you never know. Kromer obviously saw something that made him think Hav would be better at OG than OT and Brown better at OT than OG. But all that is theory. Playing against competition is where you find out.
