Yeah you might be right. I admittedly still have a hard time understanding what mold Phillips wants at the DL spots in this defense. Seems to me Smart and Trinca-Pasat would be more NT types but maybe not. Fox and/or Longacre may very well be too small to play DE. But I like both and hope they each have roles somehow.
I see both Smart and T-P as 3 techs, myself...or 3-techs plus line up anywhere style depth.
I don't know the Denver D very deeply but they offer a window on this. The Denver D slipped against the run last year, partly because of DL issues. So I will look at 2015 because it's the better template---in 2015 though they were ranked 13th against the run and 1st overall. In 2015 their DEs on each side were Malik Jackson (6'4, 280) and Derek Wolfe (6'5 295). Also seeing time were Vance Walker (6'2 295) and Antonio Smith (6'3 274).
Right now the following Rams are listed this way:
Fox, Morgan DE 6-3 275
Longacre, Matt DE 6-3 255
Lyons, Caushaud DE 6-5 284
Westbrooks, Ethan DL 6-4 283
Bryant, Omarius DT 6-3 315
Jefferson, A.J. DT 6-3 280
Purcell, Mike DT 6-3 328
Sayles, Casey DT 6-3 289
Smart, Tanzel DT 6-1 290
Trinca-Pasat, Louis DT 6-1 300 25
So the Rams dont have a Derek Wolfe (6'5 295) and Longacre IS small in comparison (6'3 255) but all the rest fall within those Denver parameters. (Though some of the guys I listed, like Bryan and Purcell, are pure NTs it looks like).
