But from the beginning when they hired him it's clear that's what he was. Not everyone with the title GM is the overlord type who is in on everything and in charge of the team. Heck that's all Armey;'s role was when he was with the Rams---essentially the director of pro and college scouting who gets a voice in all personnel decisions. Not the Big General In Charge Type like Polian was, or (a different version of the same thing) Demitroff is in Atlanta. For that matter, in Chicago, coach John Fox did not even know the GM was going to trade for a qb until the day it happened.
Some GMs like Snead and Armey are basically personnel guys who help the coaches get the players they want (and don't even dominate THAT discussion) and do not take the more general kind of role guys like Polian did. It's just a different way of using the title "GM." I always thought this was the intention with Snead from the beginning.
