Well, that is totally absurd. I'm sure he's learned a lot since he was drafted. He now has a full year of experience including 7 starts, he's a year older, and he's gained size and strength. To suggest that he's in the same place a year later is ridiculous. He should have better blocking, a better scheme, better running and better receivers. No reason he shouldn't look better. Now how much better, that's anybody's guess. I think lots.
Really I just took it as Polian talking about a very inexperienced qb who began deeply behind (cause of his college offense) starting over with a completely new system after year one, which differs greatly from who he was really talking about---Prescott. Prescott has the same system so really is in year two. Polian was just suggesting IMO that Prescott is in a better situation than Goff is. There's stuff online where Polian compares Prescott to Goff and Wentz, and says basically that DP is in the better situation while Goff is starting over and in that sense is like a rookie all over again (at least compared to Prescott).

Okay to add more.
Polian always saw Goff as behind the curve in terms of learning a pro offense

And here's what he' saying now...oh and the comparison is between Prescott and BOTH Wentz and Goff, not just Goff

Former general manager and now ESPN analyst Bill Polian believes 2017 will feature more of the same for the Cowboys star.[

At the outset of the 2016 season, football observers often debated who was the best rookie quarterback between Carson Wentz and Dak Prescott. By the time the season concluded the Wentz-Prescott debate evaporated. Prescott proved to be the undisputed leader of the pack,
which also included 2016 No. 1 overall pick Jared Goff.Former general manager and now ESPN analyst Bill Polian believes 2017 will feature more of the same for the Cowboys star.
“In Dak’s case, he hit the jackpot,” Polian said, per Jon Machota of SportsDay. “He’s got everybody coming back from a great offense. The same coordinator, the same head coach, the same belief in the system.
“They’re getting him ready to take a huge step in terms of being able to run the game and to manipulate defenses. His learning curve is way, way up compared to the other two.”Prescott does benefit from the prime situation around him. The Cowboys have surrounded the QB with an excellent offensive line, a Pro Bowl running back, Pro Bowl wide receiver and the best tight end in franchise history.
All of the above doesn’t mean anything if Prescott doesn’t capitalize on his opportunity, and thus far the 2016 NFL Offensive Rookie of the Year has done so. In that sense, both the Cowboys and Prescott hit the jackpot.
