Teams can roll over unused cap space from previous years. so if teams hit hit the 80 percent floor they can roll over the extra money to the next year. So at the start of the 2017 football year in March each team had 158 million in cap space plus whatever they rolled over. If a team rolled over 32 million they'd have 200 million in space and would have to meet the floor based on that amount.
