for causing injury... that call is above my pay grade. Sure seems likely to me, however... they're hard as steel. And although today they have by rule limited leading with the head I do think players use it that way... certainly did a few years ago when it seemed to be the preferred form of tackling... I can remember players leading with the heads and their arms a non factor.
I recently walked a few 'new' turf fields and it was amazing how hard those things are. Comparisons to grass are silly, there isn't one. Grass is a pillow and artificial turfs are space age black holes. And not just that.. they are incredibly abrasive. Sand paper is no worse. My grandson scraped his forearm his Sophomore year and it never fully healed through his senior year.
