Not true.
It's evident that he's not even asked to run those routes. And that's the problem. True, he doesn't have great hands. He doesn't have a big catch radius. He needs a reasonably accurate ball thrown to him in stride to best utilize his skills. But he doesn't have bad hands either.
What he does have is great quickness and speed.
Look how the Rams used Amendola. Then look at how he's used with the Pats. Totally different. They understand where he's effective and use him that way.
The Rams have had no idea (other than the occasional jet sweep) how to use Austin on offense. Even when they use him in the run game between the Tackles, he's effective. But....they use those run plays almost like gimmick plays and not the 6 or 7 times per game that they should.
The Rams have completely wasted a unique talent up to this point.
