The problem with actually "grading" a teams draft is you have to factor in where the team drafts. You can't just take who got the best players. Those at the top have the better chance at a productive player than those at the bottom. A true "grade" takes that into consideration and should assign a factoring agent into the equation. I.E.The Rams would have a higher factor than either Cleveland or the Niners. But of course that would be a little difficult for most of the "graders" so they take the easy way-which is not a true grade.
Then of course there is the old axiom-you don't really know until they play.
