As you know, numbers always take place in contexts. Many times if you don;t know the context the numbers are misleading.
For example let's imagine they were instead 16th in pass attempts, and Woods's numbers increased accordingly. This is of course just a thought experiment and isn't a strict determination. It's just to make a point. Anyway the 16th team was Tampa with 578. Buffalo had 474. So let's say (for the sake of argument) that their attempts increased by 134, and also for the sake of argument, that Woods caught the same percentage of overall attempts (16%). That would be 92 targets (rounding down), with 62 receptions for 900 yards. I argue that you don't get rid of a guy who is productive that way, even if they acquire the kind of elite receiver people think they need, you keep him in his role, which makes everything better.
When they move in 2019, to have the kind of WR people seem to be asking for, he would have to be drafted in 2018 or 2019 (I see Kupp and Reynolds as potentially very productive role players and not as the elite guy that is presumably needed). That would make the New Elite Guy (assuming they could even pick one) either a 2nd year vet or a rookie. Why toss out your only real veteran receiver for that? Woods would be a 6-7 year vet by then. You want a productive 6-7 year vet around. And at that point (starting in 2019) he would be costing them around 5-6 M a year depending on the year.
