Because he had 2 foot surgeries, and they want to see if he can heal properly and continue to be a 1000 yard receiver. The reality of it, he was dinged up those 2 seasons. He is really a top 10 type of WR and maybe a 1200-1300 yard WR if he plays the full 16 games healthy.
I remember watching him school the best corner in the NFL the last game of the season when he was healthy.
If he never comes back from the foot surgery, it will be because of health not his ability to be a great WR, as oppose to Robinson that has played poorly every season and is largely responsible for holding an entire offense hostage because he can't be trusted.
