He won't play Goff because he fears that any bad perfromance will reflect poorly on him. So he's keeping the kid's development on hold because of ego. In reality, fans and ownership might accept losing with a rookie much better than accepting a losing season with a journeyman who's playing for no good reason, except maybe to keep Jeff from feeling embarrassed.
