Mainly because it's self-inflicted. I mean, if this Rams offense is so complicated and unfamiliar to Goff, the A) don't draft him or 
change the offense enough to suit Goff. It's not like the "system" was so productive that it just had to be kept.
It sure seems like they are trying to take what Goff is good at and not use it. Why on Earth they chose Goff over Wentz will never make sense to me. Maybe they thought his ceiling wasn't quite as high but it's hard for me to imagine Goff winding up so much better in the long run. Especially if he's in an offense that isn't tailored to his strengths. It's Bradford all over again IMO.
