Well-run franchises with good teams don't move. All of the teams on your list were bad the year before they moved. And with the exception of Cleveland, who had one good year leading up to the move, they all were bad for a few years.

So it should be no surprise that teams in new cities suck. They sucked before the moves too.

Some teams that moved--how they did:

Arizona lost their first 2 and went 7-9.
The year before in StL they went 7-9, winning 4 and 5 games in the previous years.
Baltimore won their opener but then lost the next 2 and went 4-12.
They went 5-11 in their last year in Cleveland, winning 11 and 7 games in the previous years.
Indianapolis lost their opener, won game 2, and went 1-3 in their first 4 games and 4-12 for the season.
They went 7-9 in their last season in Baltimore, winning 0 and 2 games in the previous years.
Tennessee won their opener and then lost 4 and went 8-8
They went 8-8 in their last season in Houston, winning 7 and 2 games in the previous years.
St.Louis won 4 to open the season but then ended up 7-9.
They went 4-12 in their last season in LA, winning 5 and 6 games in the previous years.

The one real winning team was the Raiders, in both moves. In the 82 strike year the LA Raiders won their opener and then went 8-1. When they moved back to Oakland in 95, they won their opener and then ended up 8-8.
