DePodesta is, of course, a baseball guy who is new to football. He's an analytics guy who is trying to bring the Sabermetric approach to roster building and personnel decisions to the NFL.
That fundamentally means looking to add value by exploiting perceived market inefficiencies. The trade the Browns made with the Eagles completely fit that philosophy and they, of course, traded down yet again in the first round to accumulate even more "value" in the way of prospects (draft picks).
So, it's hard to say what the Browns would have done had the Rams not moved in front of them, but I suspect their moving down to accumulate more assets in the way of draft picks was more about DePodesta's philosophy than the Rams jumping them for Goff. Hue Jackson may have loved Goff, but DePodesta loves diversifying the portfolio, so to speak, rather than putting all the eggs in one basket.
The Browns (unheard of) kept all 14 of their draft picks on the 53 man roster!
Whereas the Vikings cut 3 of their picks.
