Actually I don't know that...and I don't think it. Either way it doesn't apply to the situation, which means this---they are deliberately avoiding a timetable when it comes to starting Goff, and in the meanwhile their confidence in Keenum as a placeholder till Goff is ready is pretty high. I don't see any doubletalk there, myself.
