I don't think the Rams in particular or the NFL in general is saying that Kupp isn't worth a contract. I think they're saying he's not worth $40M for 2 years.
Let's see what he ends up signing for: I doubt it will be for anywhere near that amount.
But if they were saying he's not worth $40M for 2 years then why didn't they try to negotiate?
