To your point:

Higbee was targeted 70 times last year, an average of 4.12 targets a game.

And it's easy to say that if Bowers is the TE then the Rams will throw to him more than they throw to Higbee.

Fair enough. But then someone else (or maybe a couple other guys) will be targeted less.

Couple that with the expectation that the Rams might run more and pass less this year with their beefed up OL there might not be enough passes to go around.
