No one on this forum knows who the Rams consider elite but I believe below represents a possible list of elite players they would not pass on.
I don't buy the initial premise - that if 18 of these guys go in the first 18 picks that the Rams would pick which ever one is left. I could see the Rams picking someone else (or trading down) if the one guy left isn't a scheme fit or if the guy plays a position that the Rams don't want to invest a 1st rounder in this year.
If it's an Edge or maybe a DL or CB or possibly even a WR then sure, pick then guy.
But I doubt if Bowers was the only one of these 18 guys left when they were on the clock that the Rams would draft him. I doubt they would take any of the OL, either, and in reality none of those QBs are making it to 19.
What would I expect them to do instead? Trade down. A team that needs a TE or OL would get more value out of taking that guy at 19 than the Rams would, which would be the basis of the trade.
But as the OP points out, the Rams have to avoid that Bobby Wagner scenario. The Rams will likely have a group of players on their board with the same relative grade and should only trade down as far as they can and still guarantee that one of their guys will be there. (e.g., if there are 5 guys in that group then don't trade back more than 4 spots.)
