Fox was a guy who came in on passing downs, often as a DT and often as a DE. That is where Hoect plays now in those defenses.
However, he also plays OLBer in the base and there is where there is an issue/
So, he doesn't need to be moved --- he's there -- on passing downs. Rams need to upgrade at OLBer.
Then they could use Hoecht only in the Fox role. And maybe as a backup in the base defense.
But on 3rd downs you'll see him with his hand on the ground as a DE or even DT opposite or next to Brian Young.
Certainly exceptions but what he needs is to be relieved of coverage with a more able backer.
