The $13.8M is new money, but he would have gotten $25M in new money if he didn't agree to renegotiate his deal. The deal that was in place called for the Rams to pay him a $5M roster bonus and a $20M option bonus. AD agreed to take $13.8M instead.

There's no practical limit to how many signing bonuses a player can get in one contract. AD got one signing bonus when he inked his deal. What the Rams recently did was convert $13.8M of the $25M he was slated to get this year to another signing bonus. If they had just paid him a $13.8M salary it all would have counted against this year's cap. By making it a signing bonus instead they can push some of the pain to next year.

(Money that is on the cap from a signing bonus has already been paid to the player. They get that money when they sign the contract. But the cap hit can live on for as long as 5 years. No money changes hands when pro rated bonus money hits the cap - it's just an accounting mechanism.)
