What they're talking about isn't a restructure. A restructure doesn't change the money a player gets, it only changes the way the money is paid out. That is, they change the structure. An example: converting $10M in salary to a signing bonus. The player still gets the $10M, but the cap hit can be spread across 5 seasons at $2M a year. A team will do this when they want to gain $8M in cap space this year in return for adding $2M to the cap in the next 4 seasons.

The Rams and Noteboom are actually engaged in a renegotiation since the Rams want to change Boom's compensation. The Rams have a contract to pay Boom $15M this year ($5M roster bonus due on March 18 and a $10M salary). The Rams want to reduce his pay this season, apparently to the $4M to $6M range. That is, they want to change the terms of the contract, not the structure.
