A lot of things would have to go right for this to happen:

A) Players the Rams would have valued more than Burns @ 19 would have to be off the board at that slot;

B ) Players the Panthers would want @ 19 would still have to be there; and,

C) I'd have to assume that the framework of a new contract would have to be agreed upon with Burns.

Lots of moving parts there.
