Yes and no.

While it doesn’t give the Rams a competitive edge over other teams, it does provide more funds with which to pay players such as Dotson, for example.
Well the previous point still stands because if under the old cap Dotson wants X under the new cap (old cap+Y) Dotson will want X+Y.
