There are already rules in place that McVay could have used.

K.J. Black joined the Falcons with Robinson in the same role which is a lateral move that Sean McVay could have blocked but opted not to. [www.turfshowtimes.com]

Zac Robinson was the Rams quarterbacks coach and passing game coordinator. He's now the OC for the Falcons. The Rams already have an OC (LaFleur) so McVay could not have promoted him even if he wanted to. Personally I would not be in favor of a rule that would prevent a guy from leaving for a promotion.

Nick Jones left the Rams to be the Assistant OL coach with the Falcons. The Rams already have an Assistant OL Coach (Kramer) so McVay could promote him, either. Again,, I think it would have been unfair to block his promotion.

Jimmy Lake went from Assistant HC to DC. I guess the Rams could have made him their DC instead of Shula but they apparently didn't want to. Is that a move that the Rams would have blocked if they could? I seriously doubt it.

Eric Henderson went from DL coach the co-defensive coordinator/DL coach at USC. The NFL would never have jurisdiction over a move to the college ranks.

Jeremy Springer went from Assistant ST coordinator the the Pats to be their ST Coordinator. Another promotion that I don't see the NFL ever blocking. Maybe the Rams could have fired Blackburn and promoted Springer but apparently they prefer Blackburn.

Finally, Tim Berbenich went from coaching analyst to be the Falcons' pass game specialist/game management guy. Another promotion that isn't (and shouldn't be) blockable.
