Biggest example I can give this year is the RB position. I don't think I have a RB worthy of a 1st or second round pick.
But? There are a LOT of RB needy teams. So does a RB go in the first? Early second?
Then measure it against what we expect next year (especially with R Sanders and T Henderson going back to school) with the RB position where it's going to be the best year ever ... and one may not get picked in round 1.
Some positions are ALWAYS needed.
Some are less so.

So if we know that we want a position that is well supplied this draft ... like WR ... no reason to stay at 19.
If we want ean edge? We may be perfectly positioned to get the last of the top tier.
If we want a CB? We'd have to have a few teams make mistakes top get a top tier player ... so then we might stay.
I am more sure of the top players this year at "most" positions than I have been in many years. I have just been more focused. Last year was a good year for me, too. The top 15 are usually tight and the only surprise last year was when the Jets got robbed of an OT and had to scramble to choose the pass rusher.
