To me, it's a matter of reward training. When the priority is to create turnovers, you see missle like kills shots (shoulder leaning) and punching or grabbing the ball. When it works, you're a highlight on ESPN. When it doesn't, the ballcarrier gets the highlight. Form tackles are boring and rarely inspire a replay. In essence, 1 FF > 5 regular tackles. Thus, the gamble. So, it's a matter of judgement and focus whether or not a player opts for form tackles or splash plays.
