If the Rams go to 12 personnel they likely take out Tutu and bring in Hopkins or Davis.

And the Steelers perhaps counter by taking out 189 lb. nickel back Chandon Sullivan and bringing in 260 lb. linebacker Marcus Golden.

How does that help the Rams?
