Maybe their Offensive Line talent evaluation isn't that good. Which then causes them to not draft more O-Linemen thinking that what they have will develop.

Looking back, 2014, 2015, 2018 and 2019 drafts really messed up the Rams.
These are OL drafts where expectation is that spending all this draft capital would result in at least a few bodies to be effective starters. Unfortunately, there's may be only 1 that could be considered above average. This then impacts draft years where you don't think you need OL because you think your previous draft class would develop, so you go out and get a Tutu instead of a Creed.
You can argue whether or not the Rams' scout team and draft strategy is above or below league average as a whole. But for OL only, it would be hard for me to believe that their scouting team here is a strength. And the ramifications of that is not a singular impact to that year's draft. It's a cascading impact to future draft strategy.
