Simply, no, there is no surprise. He's a liability in the run game unless he's the one running.
As for their roles, I see Puka as the guy who can spell Kupp and Jefferson if necessary. Benny Skow adds the physicality needed in the running game and enough receiving chops to keep his presence from alerting the run. TuTu stretches the field when that is required. Puka, beyond his ability to play outside, strikes me as the best possession option of the 3 when they don't move Kupp to the slot. However, his development there is contingent to Van and Cooper staying healthy because I believe he's the next man up in either role. Just my opinion...
