I think the Rams recognized that they lacked speed at the WR position and in general on offense. Last year was a cluster as Stafford's injury never let him get in sync with Robinson or any of the other WR except Kupp. This hurt Tutu also as he became a lower priority and Skow could bring some blocking. When Tutu got regular snaps at the end of the season he looked pretty good. He showed he can get open deep and he has good hands.
Of course most of us on the board, myself included think Allen isn't very good and should have been replaced. Snead doesn't like to take Oline with early picks though he finally pulled the trigger on a 2nd rounder. I think what irks people is that Humphrey was there for the taking and Tutu might have been available in the 3rd round though we got a really good ILB with that pick.
Tutu is on the team so I will root for him. Reports are that he is a standout in camp and playing all the WR positions. We still need speed at the WR as Kupp & Jefferson while really good have average, maybe average + speed. Tutu is going to get a chance to play regularly this season. If he grabs the #3 WR spot and has a decent season he will not be a bust but he probably will never be Humphrey.
