It started with the chargers who hired Olympic weight training coach as their strength coach and he introduced the team to performance enhancing drugs. I don't remember what nation overseas he worked with but they went from nowhere to winning tons of medals in the Olympics and other international competitions. The chargers also had great success because of it.

The Steelers during their peak championship era had a doctor prescribing drugs freely as well.
