Who was it that came up with the "Tanking" idea?

To me it is the most stupid idea ever conceived. It denotes the idea of cheating at its highest. It is also something that would have to take into consideration the mindset of all the guys on a team, the staff, the owner. IF indeed teams did this I would like to think the fan base would go down the toilet....How does a team tank, when do they tank?

Can a team tank x number of games so they can basically set up the team(s) they want to play in a playoff run? Do they decide which games they will "tank". or how many it will take for a desired outcome for their future? Would you ever believe in a team once they would have tanked?

To me it is stupid to it's core....I wonder which person in the sports media came up with the term? Why would a fan base even buy a single ticket if their team was 'tanking", what would such a move do to ticket sales in the future? i know people overall are easy to forget the past, but losing on purpose is kinda hard to forget...I would hope/think?
